Roxanne Sharp: The 1982 Killing, Podcast Leads and 2026 Indictments

4 min readApril 26, 2026

Four men were arrested in April 2026 and indicted the following month in the 1982 rape and murder of sixteen-year-old Roxanne Sharp. The charges are accusations, not convictions.

The 1982 Investigation

Louisiana State Police records that Sharp’s body was found on February 12, 1982, in woods near the St. Tammany Parish Fairgrounds in Covington. Investigators determined that she had been raped and murdered. The agency attributes the long-unsolved investigation to limited physical evidence and public cooperation.

That account describes investigative limitations. It does not establish what every resident knew, whether a particular witness was threatened or how the accused men behaved. An imagined account of a town living beside a known answer would go beyond the available evidence.

The Associated Press reports that Henry Lee Lucas once confessed to the killing, later retracted that claim, and was excluded by other evidence. His claim should not be treated as an earlier solution to the case.

Reinvestigation and the Podcast

State Police took the lead in 2023, reviewed evidence and interviews, and resubmitted material for DNA analysis. In 2025, investigators and local broadcaster Charles Dowdy produced Who Killed Roxanne. Police credit it with generating new information and witness cooperation.

A podcast can publicize an appeal, but attention is not itself proof. New leads still need to be tested. The public announcements do not establish that one particular recording, DNA result or witness account independently proves each charge.

The 2026 Charges

The district attorney announced on May 13, 2026, that a grand jury had indicted Billy L. Williams Jr., Darrell Dean Spell, Carlos W. Cooper and Perry W. Taylor for second-degree murder and aggravated rape. The announcement followed the April arrests and said formal arraignments would be scheduled.

The State Police arrest announcement recorded that Spell had been arrested in Ohio and was then awaiting extradition. That was his status in April, not a claim about where he is held now.

The May 2026 announcement described the prosecution as pending and emphasized the presumption of innocence. The reviewed announcements establish arrests and indictments. They do not establish a guilty verdict, a sentence or a completed account of how Sharp was taken to the woods.

What the Announcements Do and Do Not Resolve

The AP reported a podcaster’s interpretation of a crime-scene reconstruction. That interpretation should not be narrated as an established abduction sequence or a finding made at trial. A reconstruction needs its evidentiary basis distinguished from a conclusion about guilt.

The new prosecution is a substantial development after decades of investigation. Calling the accused men proven killers or describing justice as already completed would prejudge the legal process. The difference between generating a lead, securing an indictment and proving a charge remains central to an accurate account.
